In order to improve the framework conditions for adult education in Bosnia and Herzegovina, the key activity of DVV International at macro level in the country is lobbying for legislation in adult education. Political structure of B&H is very complex with 13 different administrative units so this activity is carried out in cooperation with twelve ministries of education and the Department for Education in the Government of Brčko District. Ten of them have already adopted the law on adult education and have also created additional documents and bylaws needed for the law implementation. In the processes, DVV International has provided professional, consultative as well as financial support to these ministries.

Through the lobbying activities, DVV International has created a network of contact persons for adult education named by their ministries for that position. The main goal in creating the network was to provide continuous work, to exchange knowledge and skills, to learn from others and to harmonize laws on adult education in different ministries. Moreover, the contact persons are a base for capacity development within the ministries as well as for enhancement of adult education system in general.

DVV International organizes meetings of this network twice a year and until now nine meetings have been organised in Vlašić, Bihać, Zenica, Goražde, Lukavac, Bjelašnica, Široki Brijeg, Vitez, and Banja Luka. All of these meetings were attended not only by the contact persons, but also by several Ministers of education who actively participated in the whole process.

DVV International actively contributes to the further development and implementation of adult education laws, bylaws and strategic documents what this network is of a great importance for, especially in the frame of a unique education system.

Based on this approach, some ministries have incorporated adult education in the systematisation of work positions, weather as one-person position (Professional Adviser or Assistant Minister) or as a whole department for adult education, which is going to be followed by other ministries in the following period. This institutionalisation of adult education within educational authorities will definitely contribute to more effective and more quality implementation of adopted adult education policies.
