Validation of programs and accreditation of VET providers for the implementation of the Recognition of Prior Learning (RPL) component in Kosovo

DVV International in Kosovo continues to pay attention to education and vocational training reforms by developing educational policies and linking them to the labor market and qualifications validated in the National Qualifications Framework of Kosovo (NQF). On April 13, 2020, a Cooperation Agreement was signed between DVV International and the National Qualifications Authority (NQA) of Kosovo, which will enable the development of further procedures and policies for the Recognition of Prior Learning (RPL). The project will be implemented from May 2020.

DVV International in Kosovo continues to pay attention to education and vocational training reforms by developing educational policies and linking them to the labor market and qualifications validated in the National Qualifications Framework of Kosovo (NQF). On April 13, 2020, a Cooperation Agreement was signed between DVV International and the National Qualifications Authority (NQA) of Kosovo, which will enable the development of further procedures and policies for the Recognition of Prior Learning (RPL). The project will be implemented from May 2020. Through the implementation of activities foreseen in this Cooperation Agreement, candidates may have their RPL certified and their knowledge validated and recognized.  Over the past years, with the support of DVV International, NQA implemented capacity development activities for RPL and developed the program/modules for RPL Coordinators, Mentors and Assessors.  NQA also developed the Administrative Instruction on RPL, where some parts of development have been supported by DVV International. In addition to these developments, NQA identified the need for further support to the RPL process, especially regarding the application for validation and accreditation of VET providers in Kosovo. Awareness of VET providers and the general public in Kosovo should focus on validation and accreditation processes, the need for individuals to be certified by an accredited provider, validated qualification under the National Qualifications Framework and on the RPL component. This awareness includes the information and needs of the individual and VET providers about the processes. With regard to the application, the NQA also needs to develop a standard application regulation to facilitate the validation and accreditation process by both applicants and the NQA. The NQA also needs support in developing internal capacity for the RPL. Specifically, by the end of 2020, it is planned to carry out the following activities:

  • Awareness raising of VET providers through the development of a video, and publication and distribution of awareness raising leaflets (concept, assembly, design and printing);
  • Capacity building of RPL, organization of two RPL capacity building workshops in cooperation with VET providers. The training will be conducted by two local trainers who will develop the training materials and deliver the training;
  • Issue of a new Regulation by the NQA on the application process through the engagement of a local expert, and the organization of two workshops with VET providers.
