On July 10, 2024, a formal memorandum of understanding (MoU) signing ceremony was held in Aparan community of Aragatsotn region. The MoU between DVV International Armenia country office and Aparan Municipality sealed establishment of KrtaB.A.Ts. Aparan ALE center that will start operating from 2025.
The event began with an opening speechdeliveredy by Hrayr Mkrtchyan, Deputy Head of the Aparan Community, followed by speeches from Araksia Svajyan, RA Deputy Minister of Education, Science, Culture, and Sports, Katrin Buder-Peltz, Head of the Economic Cooperation and Development Department of the Embassy of the Federal Republic of Germany, Thomas Lichtenberg, Regional Director for Southeast Europe, Caucasus, and Turkey of DVV International, Lusine Hovhannisyan, Director of the "Aparan Community Social Center" CNCO, and Ester Hakobyan, DVV International Armenia Country Director.
The event also included a network festival of existing Adult Education Centers.
"Khachmeruk Educational and Consulting Center Foundation", "Sisian Adult Education Center", "Dilijan Community Center", and "Martuni 'Krtapnak' Adult Education Center" presented their activities and conducted master classes at their booths. Public Journalism Club, DVV International Armenia’s partner in media literacy, introduced the "Lawfulness" and "MediaAdept" board games created by them. Among the parallel activities were the screening of DVV International program film, registration for upcoming courses, documentation of community expectations, a photography booth with educational content, a crossword competition, and a speech by education expert Serob Khachatryan on the importance of adult learning and education.
The event concluded with a summary of the day and musical performances by partner organizations - the Aparan Art School, the "Haykian" National Dance Group of the Dilijan Community Center, and the Sevan Youth Club NGO - which created a festive atmosphere.
In September 2023, the DVV International Armenia country office announced a competition to establish one more, the fifth center in Armenia. Seven consolidated communities of Armenia, including Aparan, Spitak, Talin, Yeghegnadzor, Vayk, Hrazdan, and Stepanavan, were targeted and requested to submit applications. The proposal presented by the Aparan Municipality was recognized as the winner of the competition. KrtaB.A.Ts. Aparan ALE center will officially operate under the "Aparan Community Social Center" CNCO starting from 2025.
