The implementation of the Curriculum globALE training program for Adult Educators by DVV International in Kosovo began in 2015. At first, information about the program was shared through awareness and lobbying efforts directed at key partners and stakeholders in Adult Learning and Education (ALE) in Kosovo. Over time, training programs were introduced to support the rollout of Curriculum globALE, and they were considered crucial by all organizations involved. To ensure long-term sustainability and embed the program into Kosovo's local institutions, a Memorandum of Cooperation was signed on March 4, 2022, between DVV International and the University of Pristina’s Faculty of Education, particularly through the Institute for Research and Development of Education (IRDE).
Since then, Curriculum globALE has been integrated into the Faculty of Education at the University of Pristina which offers non-formal training for trainers, teachers, and managers who work in state and non-state adult education institutions across Kosovo. In order to validate the program and gain formal state recognition for the certificates issued, it became necessary to apply for licensing from Licensing of the Curriculum globALE Program by the Ministry of Education, Science, Technology, and Innovation (MESTI) in Kosovo.
Early in 2024, the Faculty of Education (IRDE) submitted an application to MESTI to officially recognize Curriculum globALE as a state-approved program. This would make it an official training program for licensing teachers, trainers, and managers working in adult education institutions. As outlined in the decision issued by MESTI: “Based on Administrative Instruction (AI) 12/2023 regarding the criteria and procedures for the approval of professional development programs, and in accordance with Administrative Instructions 13/2023 and 14/2023 on the teacher licensing system and career development, MESTI has approved the Curriculum globALE program. “Given that there is currently no specific Department of Andragogy (the study of adult education) in Kosovo’s public or private universities, the licensing of Curriculum globALE by MESTI is seen as a major step forward. It marks an important milestone for the professional development of adult educators in Kosovo.
With this official recognition, Curriculum globALE is expected to have a positive impact on the Llong-term strategic plans for ALE in Kosovo, particularly by improving the conditions for delivering high-quality, inclusive adult education. This will also enhance the training and certification of adult educators and improve the management of ALE institutions across Kosovo.
Additionally, it will lead to better performance by both state and non-state providers of adult education, using the integrated development approach (IDA) within adult learning institutions in Kosovo.
