The development of programs for level 5 qualifications according to the occupational standards
validated by the National Qualifications Authority (NQA) started in March 2021. These new
programs for adult education in Kosovo were developed in cooperation with the Agency for
Vocational Education and Training and Adult Education (AVETAE). The project is being
implemented as a result of prior research and development of occupational standards for level 5
occupational qualifications for Car Mechanic, Metalworker, Tailor, Central Heating and Air
Conditioning and IT and Marketing, supported by the DVV International. The occupational
standards mentioned above were developed by the AVETAE, with the professional and
technical support of the DVV International, and validated by the NQA last year, based on a
preliminary research which has served for the data collection based on educational profiles that
are provided at 6 Competence Centers (CCs), and their opportunities and needs to start
implementing programs to advance to level 5 qualifications. Following the validation of
occupational standards mentioned by the NQA, the process of program development started
with the support of experts contracted for specific professions and the technical support of the
DVV International in Kosovo.
The five educational profiles selected by the AVETAE, for which these adult education programs
are being developed, were presented as the most required based on the labour market in
Kosovo and, after their validation, the National Qualifications Authority will also start to
implement them at 6 Competence Centres in Kosovo.
The development of level 5 qualification programs for the professions of Metalworker and Car
Mechanic was completed on 01.10.2021, and the other three programs for Tailoring, Central
Heating and Air Conditioning and IT and Marketing are being developed and expected to be
completed by the end of 2021 at the latest.
