Conference - “Promoting Adult Learning and Education (ALE) in Kosovo”, and Campaign - “Open Doors for ALE in Kosovo”

DVV International, in cooperation with all member organizations of the ALE-NK Network (Adult Learning and Education Network in Kosovo), hosted the Conference “Promoting Adult Learning and Education (ALE) in Kosovo” and the second edition of the Campaign -“Open Doors for ALE in Kosovo”. The conference was held at the Klan Arena facility in Prishtina, on November 23, while the “Open Doors for ALE in Kosovo” Campaign was held on November 24, 2023, in different regions of Kosovo, within the facilities of the participating organizations.

 

The purpose of the “Promoting Adult Learning and Education (ALE) in Kosovo” Conference was to involve all stakeholders in the field of adult learning and education (ALE) and lifelong learning in Kosovo, encouraging discussions and exchange of experiences to determine the necessary tools and mechanisms for the creation of a comprehensive ALE and lifelong learning system in Kosovo. About 70 people participated in this conference, representatives of public and private institutions, NGOs, CSOs, and other ALE providers in Kosovo.

The purpose of the “Promoting Adult Learning and Education (ALE) in Kosovo” Conference was to involve all stakeholders in the field of adult learning and education (ALE) and lifelong learning in Kosovo, encouraging discussions and exchange of experiences to determine the necessary tools and mechanisms for the creation of a comprehensive ALE and lifelong learning system in Kosovo. About 70 people participated in this conference, representatives of public and private institutions, NGOs, CSOs, and other ALE providers in Kosovo.

The conference was opened by Mrs. Ryve Prekorogja, Chair of the Board of the ALE-NK Network, who thanked the participants and partners for their contributions to the field of adult learning and education in Kosovo. The conference included presentations by members of the ALE-NK Network, addressing developments and challenges in this sector.

In this context, Mr. Ramadan Alija, Director of DVV International in Kosovo, presented the “Advocacy Strategy for Adult Learning and Education developed by ALE-NK - Kosovo”, with a special focus on the strategic objectives on empowering the ALE NK network and advocacy for ALE.

Furthermore, Mrs. Ryve Prekorogja - Head of the Lifelong Education Sector in MESTI and Chair of the Board of the non-formal ALE-NK Network - elaborated on the topic “Lifelong education and the impact of career on adults”. She emphasized the importance of lifelong learning in personal development. The Ministry of Education in Kosovo has been engaged in projects for adults, including employment training and various programs. However, challenges such as the lack of funding and the need for cooperation and accreditation of institutions, persist.

Mr. Muhamer Ibriqi, Professional Officer of Standards and Qualifications from the Agency for Vocational Education and Training and Adult Education (AVETAE), presented the topic “Adult Learning and Education (ALE) within 6 Competence Centers”, as well as the Agency’s activities and tasks related to Adult Learning and Education components.

Next, Mr. Gani Ismajli from the Employment Agency of the Republic of Kosovo (EARK) presented “Professional training within the 7 Vocational Training Centers (VTCs) in Kosovo: challenges and opportunities for training and developing skills for the unemployed”, emphasizing the need for donations and the digital challenges the institution faces.

Mrs. Filloreta Kuqi, head of the non-formal education sector at the MCYS, presented the topic “Development of non-formal education for young people and adults within the Youth Centers (YC) in Kosovo”, presenting the key role of state institutions in the non-formal education of adults and the projects supported by this institution. She emphasized that youth centers should provide educational and training programs that serve as a source of new knowledge and skills for young people, preparation for the labor market, and promotion of responsibility in society.

This conference ended with a panel discussion by representatives of the member organizations of the non-formal ALE-NK network. The topic of the discussion was “ALE-NK Network and further development of ALE in Kosovo”, addressing the plans of the institutions for quality assurance and the advancement of adult education, the needs to amend the legal framework to change ALE at the local level, etc. So, in conclusion, increasing the advocacy skills of the ALE-NK Network is essential for the promotion of adult education and lifelong learning, which directly affect the improvement of a society’s economic and social outcomes. All the recommendations from this conference have been addressed to the main responsible officials and decision makers in the field of ALE in Kosovo.

Second edition / 2023 - “Open Doors for ALE in Kosovo” Campaign

With the motto “Open Doors for Adult Learning and Education in Kosovo” the second (traditional) edition is organized by the member organizations of the ALE-NK Network. All member organizations of the ALE NK Network, but also other ALE organizations from the Republic of Kosovo, who have expressed their desire to join the “Open Doors for ALE” campaign, opened their doors to visitors (adults) from different cities and regions of the Republic of Kosovo, providing firsthand information about adult learning and education offers and programs, in the regions they operate. The activities were hosted by the ALE-NK member organizations themselves and other participating organizations, within their facilities.

The activities were organized in three Competence Centers (CCs) - “Shtjefën Gjeçovi” CC in Prishtina, Skenderaj CC, and “11 Marsi” CC in Prizren. In addition, adult training services were promoted in three Vocational Training Centers: VTC Prizren, VTC Ferizaj, and VTC Mitrovica. In addition, ALE programs were also promoted in Youth Centers (YCs), such as YC-HAREJA, YC Avoko - Dragash, YC Obiliq. Promotional activities have also been organized within the facilities of the European College of Kosovo (ECK) as well as by the Kosovo Education Center (KEC) NGO.
